Telangana keeps its own paperwork trail - and it just changed

AIS-140 is a national standard from ARAI and MoRTH, and CMVR Rule 125H requires a VLTD with an emergency button on public service vehicles as notified. What varies state to state is which categories get pulled in first, which backend the data lands on, and what an inspector actually asks to see at the counter. Telangana is unusual because for years it did not run on the central systems at all. Registration, permits, fitness and tax were handled through the state's own CFST software on the Telangana transport online services portal rather than through VAHAN and SARATHI. The department has been moving those services onto the national platforms, reported from March 2026 onwards, so a large number of Telangana operators and dealers are dealing with Vahan-side vehicle records for the first time.

The practical effect on VLTD work is simple: the record your device gets tied to may sit in a system that is still settling in. Before you go for fitness, check that the registration number, chassis number and owner name held against the device match the RC exactly. Our VLTD registration walkthrough covers the sequence.

The second Telangana quirk is the number plate itself. Since 2024 new vehicles in the state are registered in the TG series instead of TS, with Hyderabad running several TG series across its zones, while existing TS numbers were left untouched. A Hyderabad fleet today can easily have TS and TG plates parked side by side. Always enter the number exactly as printed on the RC - a TS/TG mismatch is a silly reason to lose a day at the RTA.

Telangana also does not publish a separate state VLTD SOP or a state empanelment list the way some other states do; the department's public circulars page carries very little. Work on the assumption that an ARAI-certified AIS-140 model is what will be accepted, and confirm the current requirement with your RTA office before you buy in bulk.

Where the pressure actually lands in Telangana

Telangana's compliance load is concentrated in one metro to a degree few states match, and it arrives from three different directions.

IT-corridor employee transport

HITEC City, Madhapur, Gachibowli, Kondapur, the Financial District and the ORR corridor move an enormous night-shift and early-morning population in contract-carriage buses, maxi cabs and cabs. Here the push is often commercial before it is regulatory: Hyderabad corporate transport contracts routinely ask for AIS-140 certified tracking, a working panic button, live ETA and trip-level reports for women's safety escorts, on top of the permit and fitness requirement. Cabs, autos and the T-Safe layer

Telangana adds a police layer most states do not have. The Women Safety Wing of Telangana Police runs T-Safe, a ride-monitoring service launched in 2024: the passenger dials 100 or 112 and picks the T-Safe option, sets a code, then gets automated check calls during the trip, with live tracking passed to patrol vehicles if she does not respond. It works from a basic phone, so it does not depend on any aggregator app. T-Safe sits alongside the in-vehicle AIS-140 emergency button - it does not replace it, and drivers in Hyderabad get asked about both.

School transport

Telangana's RTA runs visible school bus drives, usually clustered around school reopening, across Hyderabad and the district towns - thousands of buses inspected, unfit vehicles seized and cases booked. Fitness, seating, attendant, emergency exit and tracking all get looked at together, and schools are expected to show GPS and camera coverage to parents. Sand, coal and cold chain: Telangana's other tracking mandates

AIS-140 is a passenger-vehicle rule, but in Telangana a goods operator can be ordered to run GPS by a completely different department. This is the part most compliance pages miss.

Sand tippers on SSMMS

The Telangana State Mineral Development Corporation runs the Sand Sales Management & Monitoring System, covering stockyard registration, excavation, transport, booking and last-mile delivery, with anti-pilferage as an explicit goal. The portal carries a Vehicle GPS Details Updation function for registered transport vehicles. In plain terms: a tipper whose tracker has gone quiet can stop earning, whatever its fitness paper says. The Singareni coal belt

Around Ramagundam, Mancherial, Kothagudem and Bhadradri, road haulage of coal is watched closely. Singareni has said its road movement is monitored with GPS/GPRS tracking, RFID boom barriers, geofencing, CCTV and electronic weighbridges, with route validation from pit head to power plant used to prevent diversion. Pharma cold chain out of Hyderabad

Hyderabad and Genome Valley form one of India's largest pharma and life-sciences clusters, and a lot of what leaves it is temperature-sensitive: APIs, vaccines and finished formulations moving in 2-8 degree C reefers to Shamshabad for air freight, or by road to Chennai, JNPT and Mundra.   3. Register the device against the number exactly as on the RC - TS or TG, no guessing.
  4. Test the panic button and confirm the device is transmitting before the inspection slot, not on the day.

Frequently asked questions — Telangana

Is an AIS 140 GPS tracker mandatory in Telangana?

AIS-140 VLTD with an emergency button is required on public service vehicles as notified under CMVR Rule 125H, and states apply it to their own categories and timelines. Telangana has not published a separate public VLTD SOP or state empanelment list, so the safe route is an ARAI-certified AIS-140 model plus a direct check with your RTA office on what is being asked for your permit type today.

My old vehicles have TS numbers and the new ones have TG. Does that affect VLTD registration?

Yes, in a practical way. Since 2024 new registrations in Telangana use the TG series while existing TS numbers were left unchanged, so mixed fleets are normal in Hyderabad. Register and map the device using the number exactly as printed on the RC. A TS/TG typo in the device record is one of the easiest ways to fail a fitness check for a reason that has nothing to do with the hardware.

Does Telangana have its own VLTD empanelment list I need to be on?

We could not find a separate Telangana VLTD empanelment list or state SOP published on the transport department's public pages, unlike some other states. Assume the ARAI-certified AIS-140 model list applies, keep the type approval certificate with the vehicle file, and confirm with your RTA before committing to a bulk purchase.

Telangana Police runs T-Safe. Does that mean my cab does not need a panic button?

No. T-Safe is a police ride-monitoring service run by the Women Safety Wing, reached by dialling 100 or 112, and it works from the passenger's phone. The AIS-140 emergency button is a device fitted in the vehicle and is a separate requirement. In Hyderabad you should expect questions about both.

Which Telangana vehicles get checked most often?

School buses see the most visible drives, usually around school reopening, with fitness and safety checked together across Hyderabad and the districts. After that, contract carriage and maxi cabs running IT-corridor employee transport, cabs and autos in the city, and goods vehicles tied to sand and mineral movement, where the sand portal and mine operators run their own GPS conditions on top of the transport rules.
